So ive been having this issue for about 7 hours now and ive looked all over for a fix. Any help at all will be appreciated. (Ive reinstalled RDR and RedM more than once along with messing with all my settings and moving them to low w/ sliders included)

Did you try to delete caches.xml and try again? No

Affirming, exact same issue here. Never played on it before.
AppData\Roaming\CitizenFX delete this folder and start redM 100% repair.
