License key help

The Fatal Error always pops up “This server does not have a license key specified.”
I have looked at 6 different tutorials and I have made 6 different keys, yet none of them are working. I’m not sure what I am doing wrong.

I created a txt and renamed it server.cfg and changed file types to “ALL”
I replaced “Changeme” with the Key.

Don’t have the license as a string. Meaning take it out of the quotes (")
