Did you try to disable/uninstall your Anti-virus?

Also add what you already tried so far.

  1. Don’t install FiveM inside your GTA folder
  2. Uninstall any mods including things like scripthook. FiveM requires a clean install of GTA

Had a similar experience, just downloaded and installed FiveM while it was updating it crashed on 98% and this message appeared. Uninstalled and reinstalled numerous times, so yeah not sure if this helps.
