Did you try to disable/uninstall your Anti-virus?
Yep.

Also, add what you already tried so far.
Full windows 10 restart.
Turn off anti-virus.
Reinstall FiveM & clearing the cache.

  1. Try joining any of the pinned servers.
  2. Try using a VPN, like hide.me.

I’ve fixed the issue, I reinstalled Windows 10 without saving my personal files, on now it works.
