Did you try to disable/uninstall your Anti-virus? Yes

Also add what you already tried so far.
I tried deleting everything and try again

Are you sure you’ve got a working internet connection when you launch/install FiveM? Try disabling your firewall and antivirus to make sure no connections get blocked and try again.

Yes, I am sure. The malware is from Windows 10, can I disable that?

No need.

Try this:

  1. Delete %localappdata%\DigitalEntitlements
  2. Start Steam
  3. Start FiveM

You are getting this error because FiveM is unable to check your GTA license key.
