This is mostly caused by antivirus, try disabling your antivirus or adding fivem as exception
I dont have laptop , and i dont have antivirus installed.

No just, i have reinstall the windows and i want to play fivem.

something is blocking FiveM from starting. What that is is very difficult to say. Make sure you have no antivirus, aggressive firewall, or any weird program that messes with other files. Also make sure you have run GTA at least once if you just reinstalled Windows.
