That’s… not what ‘dispatch service’ does. ‘Dispatch’ in this context is a subcomponent of the population subsystem and refers to the emergency response AI (e.g. spawning fire trucks for fires, spawning police when there’s a wanted level), not the police scanner. In fact, this 14 is documented as DT_ArmyVehicle. Why would ‘army vehicle’ spawning being turned off (every frame, even?!) somehow disable the police scanner?
I wonder why you ‘expected’ such. 
One suspicion is that this change may be related, but that rather seems like the police scanner never was enabled and the native just ‘happened’ to do nothing of note, but you somehow thought it did disable it:
Alternately, if you have a loop of NetworkOverrideClockTime every frame, then this also won’t have the side effect of resetting the police scanner every frame…
