Is there a way to freeze all AI vehicles in a certain radius?

Hey!

I am looking to create a traffic control script as apart of something bigger I am working on. I would like to get it to where I can freeze all AI traffic within a certain area, or maybe slow them down. (Or both?!) I am just looking for some general pointers.
