Try adding FiveM to your virus scanners exceptions to be sure it isn’t blocking it.
this seems to be the only error I can find in your log.

Im not sure how else i can help you, it simply seems like something is blocking FiveM.
what virus scanner are you using?
Try disabling it if it installs then you know its because of it if it dont then turn it back on.
Otherwise, where are you running FiveM from?
