Did you try to disable/uninstall your Anti-virus?
Yes

Also add what you already tried so far.
I have deleted the Cache, deleted Windows, and reinstalled both Windows 1809 and Windows 1903, Uninstalled GTA5 Twice, uninstalled FiveM 8 Times, Tried to Fix HTML error in the File 5 times.
