Did you try to disable/uninstall your Anti-virus? yes
Did you start Rockstar Games Launcher not as admin? yes

Also add what you already tried so far. reinstall rdr2, redm, change graphics API from vulkan to directx and from directx to vulkan, remove these files , delete cache, delete local profile from social club launcher and don’t remember if something else…
