If you are banned on GTA Online, can you still play on RP servers?

I got banned on GTA Online awhile ago and I have a problem starting up when I double-click the FiveM icon. It says ‘FiveM has encountered an error
Invalid rage::fiPackfile encrytion type specified.’

To answer your first question, GTA bans do no affect FiveM.
