I have done:
Windows update.
VC++ 2010 onwards upto 2017 all up to date.
Net framework 4.5.
opened ports.
Restarted the server several times.
Checked the fire wall.
Usuall diag.

I have tried default server also.

FIXED:

Was possibly an error on my behalf in failing to update the latest FX version.

Updated to todays update, Working fine now.

Update:

The actual fix wasn’t the update.

If you upload your full server to say GitHub and then pull it to another machine like your VPS your server will error no doubt, each instance should have fresh server files don’t transfer them PC to PC etc or it will cause problems.
