It’s the native phone of GTA. I don’t think is an available resource of the phone in releases. If you really want it, you have 2 solutions:

  • Use Scaleform to display it, a lot of work for a limited phone
  • Create your own with html/css, more easy and more flexible

It’s modular. I’ve personally used this + my own structure to use it in C#

It requires quite some coding knowledge to create apps for this. Gooduck
