How to fully mod FiveM SP

What did you do to get this issue?: I have installed ScriptHookV and OpenAllInteriors and put them in the FiveM Application Date folder.
What server did you get this issue on?: On singleplayer
CitizenFX.log file: Included
.dmp files/report IDs: Included

I have been looking for a long time in the forum but didn’t see antything for how to fully mod FiveM SP because I want to get mods like OpenAllInteriors and LSPDFR and those kinda mods but I can’t get in the game files. Well I get in some game files but if I start SP with mods it says that it can’t Start.
