from reading this i cannot tell weather youre looking on how to find a dev, or how to be youre own dev so i will list a couple of links that can and should help as well as some tips and tricks starting off.
FiveM already has soo many resources that you can use to youre advantage such as

the above places are where you can find help on scripts and the basics of youre server.

i would also recommend if you are trying to learn about any specific things then you can always look them up on the forms because i can grantee you that the questions you ask yourself someone has already asked in the past.
as for finding a dev that part can really be quite difficult.
alot of server owners that own small servers there devs are people they have met thru there time on fivem.
these bigger servers like CSRP, LRP/LFR, Etc,Etc have all found there devs via there servers growing in popularity and the devs asking if they would like them to develop for them.
There is many different forms, discords and all of that regarding stuff such as devs that are looking for work but they will all cost you a decent chunk. i have been working on servers since arround early 2018ish and even i get tripped up from time again, but thats part of learning. you make mistakes you google you fix and you get server thats running with a happy community.
