How Can I add Peds to the PD?

So I used to have a server where LEO’s could walk into the locker room, third eye a ped, and change from their street clothes to their uniform. I had a dev that did that for me but never showed me how they did it. Was wondering if anyone knew how to do that? I need to know what config lua I need to search for and where to search for it? By the way I use Fivem-appearance and Millenium-appearance not qb-clothing. I also need to figure out how to place a ped in the clothing stores so that civs can third eye a ped to open the clothing menu. Hope someone can help me out. I also need the same for the tattoo shop as well.
