Those apartments are not a “shell” in the traditional understanding as far as I recall, they’re just placed in specific locations under the main map; you can find the coordinates in this thread. Do be aware that it may require some custom logic using routing buckets etc, you’re not the first one to use them so try to find a resource already configured with them for info.
