You have not followed the guide correctly from start to finish.
Please check out https://docs.fivem.net/server-manual/setting-up-a-server/
Start over, follow every instruction carefully and do not rush it, ensure you are following the correct guide for windows.
If you are incapable of following those instructions, maybe watch some youtube videos or reconsider even starting one.
