Also add what you already tried so far.

so when i edit my server files via ftp,i can see 2 files ,one with an ~ and one without.Can anybody tell me which one do I have to edit?

And also,the changes don’t take effect on the server.Can you help me with that?

that typically means that for some reason you doubled the resources, as for changes not taking effect you must clear your servers cache.
