[Release] [vRP] Stationary Radars Releases

This is a release which allows you to place radars on the map which will fine anyone going over certain speed when crossing the area and caught by the radar. It only works with vRP since I’ll be developing most of my stuff there. Requirements: pNotify The instructions are quite self-explanatory in the code but there is also a Readme on Github so you better read that before you ask dumb questions.
