[HELP] Stream vehicle handling file (vehicles.meta?)

Another help request from me, this time about vehicles.meta file, and how to use it.
All i want to do is kinda like a damage mod which probably involved editing vehicles.meta/carvar probably.
Can anybody help me out a bit with this?

Managed to stream the handling.meta file, now it crashes the game.
What is the problem?
Im streaming the original meta file for testing and it crashes. Streaming an empty file crashes. What t do?
