I’ve seen it on servers before. A script that makes your character actually have to reach for and take out his gun rather than having it instantly appear in your hand.
Most of these scripts are client side such as this one Strapped - GTA5-Mods. If you can find a server sided one i would love to have it!
As stated above you can can use a client side mod called Strapped and if you want to install something server side for cops you can use a mod called “Cop Holster” basically what it does is that when cops get a pistol out it will play an animation so it looks like the cops are pulling the gun out of their duty belt!
