Still having the same problem. I’ve tried reinstalling game, updated net framework and C++ redis.

problem solved! anyone else having problems try moving the app into your GTA 5 Folder.

Update, it was actually an els file causing it. If have the same problem do each file one by one and possible see which one it is.
