Did you try to disable/uninstall your Anti-virus? no

Also add what you already tried so far.
I uninstall gta 5 and FiveM and install again.

I have had this same exact problem for the last week. After the third re-install it worked. It must be losing packets while downloading and leaving you with corrupt files. Try downloading FiveM again after deleting the FiveM folder and shortcuts.
