This has nothing to do with FiveM itself.
Your MySQL server or database is either not setup correctly or its not able to connect to it.
Post your problem in the original topic you got the resource from.

Set it up correctly. Consult the resource that is responsible for connecting to your MySQL server.
Use google to find out how to correct setup a MySQL user etc.
