Please show how you are running your server and the folder structure

Did you add your key to your server.cfg file? If not, do this:

Go to https://keymaster.fivem.net
Login and create a server key
Open your server.cfg file
Add the following:

sv_licenseKey REPLACETHISTEXTWITHYOURKEY

Start server

Might help if you show your server.cfg, folder structure and run command

You are not launching your server from within the server-data directory so its not using your config file.

So you are most deff not doing everything that is shown.
