Did you try to disable/uninstall your Anti-virus? Yes

Have you tried the following thins?

1. Make sure GTA V runs fine on its own.
2. Try verifying your GTA V game files.
3. Remove any plugins from your FiveM folder and try again, if it works then one of those plugins is causing the crash.
4. Re-install FiveM completely and run it before installing any plugins/mods.

How do I verify my games files? That is the only thing I have not done

In steam go to Library > Grand Theft Auto V > Properties > Local Files > Verify integrity of Game Files
