"help" Engine light (on/off)

I know nothing of coding and im sure its a simple thing.
but i can’t find a way to make an flashing engine light when the engine is off and it dissapearing when its on.
i’ve looked if other people made something simular so i can edit it maybe but no luck so far.

if somebody can help me make this or guide me a little that be awesome.

Check this out for the Flashing Part

Maybe check the vehicle RPM if it’s equal to 0 then its count as of else then its on?
