Kinda desperate for help. 
Still getting this error. Nobody knows?
Do you have a stable internet connection?
I am hosting via a company. This is happening to my server. I am not hosting it myself. It is happening to everyone who joins.
Did the time out happen right after you restarted esx_holdupbank-master?
Could you send your server.cfg, and make sure you remove your license key at the bottom before you upload it.
Server is randomly kicking people now.
They are all getting this error:
^This is an improvement from before because before the server would crash everyone at once.
And no, I don’t think it’s happening because of esx_holdupbank-master. That was just a coincidence. It happens the exact same way without me doing that.

PS: Usually the server.cfg has:
sv_licenseKey “blablabla”
in it.
edit: You can also see here that when I ping the server I’m getting a lot of drops.
If regular pings are having loss then it’s your VPS provider. Who are you going through?
Also is it a Windows or Linux VPS?
It’s windows.
And yeah I think it is the host but they keep saying there is no issues on their end. I’ve made them ask the Data Centre about 5 times now. We were being DDOSed once but not anymore.
Did you see the CitizenFX.log?
