**What did you do to get this issue?**i didnt do anything all i do is start up fivem and then on my monitor the screen becomes black

Also add what you already tried so far.
ive tried to reinstall fivem 3 times and its still failed, ive tried loading normal gta into safemode
then messing with the graphics settings and thats it, thats all ive tried

It appears you are having the same issue as people who are stuck by showing a colored screen… Only difference here is that you are using a modern videocard, which is kinda odd.

Can you please try to update your videocard drivers, use this one:
