Did you try to disable/uninstall your Anti-virus? Yes

Also add what you already tried so far: Delete cache, re-install FiveM

You are missing quite a lot of informations

Also, remove any mods you have on your GTA V install.

I restarted my PC and it started working again, no idea what happened.
