FXServer crashes because of a missing dll

after i updated my fxserver it complains about VCRUNTIME140_1.dll twice when i open it
i do have the visual c redistributable, and it worked perfectly before
whats weird is that there is a VCRUNTIME140.dll file in my System32 folder (without a _1)
