Ok I removed permissions from the script config file and left it in the server config, and now it says no permission again. Any ideas?

You will use the same ace perms as any other aces. For example:
add_ace identifier.discord:DISCORDID policemenu.open allow
how do i make it so if there is a certain role in a discord server it gives them access to the police menu?
You will have to code that in yourself as it is not part of the resource. The release is open source so modify it for your needs.

Sounds like a permissions issue. This uses ace permissions. IF you want everyone in the server to use the menu no linked to a role you can use
add_ace builtin.everyone policemenu.open allow
