FPS locked at 30 in a specific server zone bug

Here is the context and everything I have already tried to rule out client-side or mapping issues:

  1. It only happens to me on THIS specific server: Other players and Staff members can walk through the exact same area with perfectly stable FPS. Furthermore, I have tried entering other servers that use the same MLO/mapping and my FPS is completely smooth. This confirms that the issue is unique to my character data on this server.

  2. It is not the MLO/Mapping: We completely changed the MLO of that area to a different one on our server, and the issue persists for my account at those same coordinates.

If you need help, you should provide console and client-side logs and a list of your resources.
