I’m playing with Fivem about 5-6 mounths, and nowadays I get random FPS Drops which caused by high ram usage. I re-installed Windows 10 so many times, and after the installation I get normal FPS without any drops. If I install any other games from Steam/Epic, drops comes instantly. Before the game installations my FPS are normal without any drops. I don’t actually understand what causes it.

The FPS drops are likely from having other applications open on your computer. This is because you have 8 GB of RAM and GTA V and Windows alone uses 6-7 GB of RAM, meaning that any other programs or tasks open will cause some processes to get pushed into the page file (on your ssd/hdd).
You can verify this by seeing how much of your page file (and ram) is in use. If there is any page file usage, that’s bad, and if there’s above 90% RAM usage, that usually also means that stuff is being pushed into the page file.
