Did you try to delete content_index.xml and try again? Yes

Ryzen 7 3700x
Nvidia 2060 Super 8gb
32GB Ram
What is the issue you’re having?
Up untill a few weeks ago Fivem ran perfectly except some lags and disconnections mostly due to Server issues, However up untill recently iv been getting Massive fps drops down to 3-20 fps, usually lasts a few seconds, and comes randomly its usually followed by this error
“a call into the windows API took to long recently and led to a stutter”
Im also not maxing out on ram, CPU usage, or GPU usage however i have noticed when i start fivem my VRAM usage shoots up to 90-97%
What are you trying to do?
Figure out things i can try to solve the issues iv been having
What have you tried already to fix the issue?
Tried using Epic version of GTA5 and Steam Version to see if it was just my game files.
Reinstalled fivem several times
Moved Fivem from 1st drive to the same drive that GTA is on
Lowered all graphics to Normal and capped game at 60fps

What did you do to get this issue?
Literally open fivem and i get the issue before connecting to a server and, occurs alot on servers i play on
What server did you get this issue on? Be specific and name some, ‘all of them’ by itself isn’t useful!
The main server I play on is Cfx.re Server List however I even get the error upon starting fivem/sitting on server list screen

I would start with your graphics drivers. Run DDU (display driver uninstaller) or an equivalent to remove all graphics drivers on your pc and then re-install the latest one.

Thanks for the feed back however that did work 
The only other thing I could say is that it is a windows issue. And the only way to fix that unfortunately would be to uninstall and reinstall windows.
