Does it happen on all servers?

This is probably a server issue. Try other servers

Is fivem installed on an SSD or hard disk? I had same issue long time ago with my old pc, i had to install it on a ssd

I have 2 Hdd , Fivem and Os installed in one HDD , GTA Installed in Another HDD disk

Other server also bro sometime Frame drop , while going faster Frame drops , i keep texture quality to normal and other setting is in HIGH

do you also have that issue in gta online?

Don’t use ‘Normal’ texture quality if you’re experiencing memory pressure/paging, use at least ‘High’.
