FPS drop In a Mid tier High end PC (NEED HELP!) ALSO LAG SPIKES

Hello I have a question and i need help.

So I usually play Fivem Rp servers and recently ive been getting VERY low frames and i dont know why
I have updated all my drivers and my graphics card and also i have my pc overclocked

Specs: RTX 2080 TI , i7 8086k, 64gb of ram and 1tb of storage.

i have tried to play on lowest settings but i still have the same FPS at all times i don’t have V sync on i have it off.

I don’t know why but every time i drive around i usually get 30 to 20 fps (with max graphics)
When i first got my pc i had a 1650 Super and i usually got around 140 fps with medium graphics now with an upgraded version i get fewer fps no clue I have max graphics with 100 fps on the loading screen of the rp server that I play in. I can’t bare it any more i have a mid-tier high-end pc and i cant even play fivem on 60 fps.

I need HELP ASAP to get this fixed.
