Ooo ooo. I Know what your problem is! You have a non existant graphics card! All seriousness though, Try using vsync in settings and see if your card maxes out the fps. Then try turning down distance scaling. If this does not work send screenshots of your settings. I have almost a identical rig and will try your settings.
Make a CPU and GPU test and see if they are causing the issue.
