Can you post Documents/Rockstar Games/GTA V/launcher.log? There is a known issue with the rockstar launcher not finishing. The update awhile back fixed this issue for me though.

The Social Club failed to load due to an incomplete installation (code 9). Please exit the game and re-install the latest version of the Social Club. Try verifying your game files integrity on steam. Remove any mods you have, as fivem requires a clean installation. If all else fails reinstall gta5.
