Fivem Windows error 225 wont start

ive checked for updates for windows, steam, gtav, and fivem.
ive wiped the PC clean and reset it recently (not due to this issue)
ive reinstalled fivem
ive reinstalled gtav
im really not sure whats wrong! any help would be appreciated!
