Important parts

What is the issue you’re having?
FiveM wont start or download itself. Inaccessible entirely.
What are you trying to do?
Open/Use FiveM.
What have you tried already to fix the issue?
Initially I tried to reinstall FiveM, after that didn’t work I made sure to thoroughly remove FiveM, including the Citizen folder in AppData/Local, then attempted a reinstall, only to get the same error in addition to FiveM refusing to install in its entirety. I also made sure GTA V was fully installed through Steam and that it functions properly, which it does. FiveM is the only thing being non-cooperative.
Error screenshot (if any):

What did you do to get this issue?
Tried to open FiveM.exe

Did you actually remove norton or just disable it?

Is your time/date correct on your PC?

Disabled, 'd rather not remove it since Im on a subscription.

Yes, it is.

Hopefully, you should be able to go back on your subscription even if you un-install the software, lol.

Eh, yeah, I’ll uninstall and try.

Didn’t work. I do have a 5M folder now though.
