Fivem starting error, help!

Legit or Pirate copy? Legit
Steam/CD/Social Club? Steam
Windows version? 1903
Did you try to delete caches.xml and try again? Where do i find this?

System specifications CPU: Intel i5 8700k GPU: nvidia geforce gtx 1060
What did you do to get this issue? I added a visuals mod to my fivem directory by creating an addons folder, and it works, but tried to play with some of the files, broke fivem, so uninstalled, reinstalled, and gives me the error in the screenshot
What server did you get this issue on? none
