FiveM Singleplayer crashes on startup (Exception occured during execution of the INIT_CORE function for CScene)

I have been having an issue with FiveM singleplayer where the game starts up however right before you get to the lights and sirens on the startup screen the game crashes and gives the following error. Normal FiveM works great without any issues but singleplayer gives this error. Any ideas on how to fix this?

GTA V version? 1.0.1604.1
Up to date? Yes
Legit or Pirate copy? Legit
Steam/CD/Social Club? Steam
Windows version? 10 Pro 64 (update 1903)
Did you try to delete caches.xml and try again? Yes

System specifications i7 4790k, 1080Ti, 16gb ram
What did you do to get this issue? Started a few months ago

I have tried reinstalling both GTA and FiveM with no luck.
