But Windows 7 is still a very alive operating system that is still supported. Is there any way to get the servers to even pop up at all?

Windows 7 is no longer supported by FiveM due to issues with it and FiveM please update to Windows 10.

Windows 7 may be semi supported by MS with updates but its also still in-secure and there only supporting it for a short time so people can take measures to prepare themselves for 10.
