Did you try to disable/uninstall your Anti-virus?

What is the issue you’re having? Fivem opens a folder instead of the game
What are you trying to do? Open fivem to find the server
What have you tried already to fix the issue? I’ve tried uninstalling fivem and GTA v fresh install of both. This happened after I moved gta v to a new drive but as I said I uninstalled and reinstalled both of them I can’t figure out how to fix it. I didn’t fill out the above as I’m the server admin and my coadmin is having the issue. His gta v is up to date legit and through steam
