What did you do to get this issue? Nothing that I know of.
What server did you get this issue on? Happens on main menu.

Which antivirus/firewall software are you using? None
Did you try to disable/uninstall your Anti-virus? -

Also add what you already tried so far. I’ve tried reinstalling both FiveM and GTA5, verifying game files and remove shaders.

I fixed the problem. FiveM wouldn’t work with RivaTuner. I turned it off and it is working now.
