Fivem freezes and stutters for a couple seconds when someone talks near me/plays music

Purchased where - Steam/Rockstar Launcher/Epic: Epic Games
Windows version: latest build of Windows 10
Did you try to delete content_index.xml and try again? I deleted cache, that’s about it.
System specifications: i9 9920x, rtx 3060, 32gb 3600Mhz ram (it’s not a hardware issue)
CitizenFX crash zip file (‘Save information’ on a crash): Game does not crash.
logs/CitizenFX_log files: Can’t access right now, will update with logs and .dmp in a couple hours

Which antivirus/firewall software are you using?
Did you try to disable/uninstall your Anti-virus?

What is the issue you’re having?
When someone calls me in game, talks near me, puts on music near me, game starts freezing. It freezes completely for a few sec, then goes back to normal, but happens every like 5s if someone is actively speaking or if there is player made sound near me.
What are you trying to do?
Well I’m trying to be able to play, I’ve tried a couple things but am out of ideas
What have you tried already to fix the issue?
Deleted cache, reinstalled, updated drivers, updated windows. Idk if this matters but I’m getting a Boot Drive Inaccessible blue screen when I update my IDE ATA/SATA driver so that one is currently not updated.

No error code shown at any point, game does not crash
What did you do to get this issue?
Literally nothing
What server did you get this issue on? Be specific and name some, ‘all of them’ by itself isn’t useful!

Universo Roleplay, Santa Monica, Conexão RJ, Space RP. Literally all servers I tried playing on after the error occurred had the same issue.

I’m really at my wits end, I’m a tech savvy guy, computer engineer, it’s actually depressing that I’m being stumped by a game error.
