FiveM "Failed to Initialize Critical Data" Error

What is the issue you’re having?

Whenever I launch FiveM, it immediately fails to start and displays the following error:

“Failed to initialize critical data. Please visit https://support.rockstargames.com for more information.”

The error appears before FiveM fully launches, so I’m unable to access the main menu or connect to any servers.

What have you tried already to fix the issue?

Cleared the FiveM cache.
Deleted the server-cache and server-cache-priv folders.
Completely uninstalled and reinstalled FiveM.
Restarted my PC multiple times.
Ran FiveM as Administrator.
Verified that GTA V launches normally through the Rockstar Games Launcher.
Verified GTA V game files.
